As the city of Roswell prepares to bring management of the golf course in-house, the city council will possibly consider at its November meeting adding $500,000 for cart path maintenance to a list of projects for the New Mexico Legislature to consider funding next year.
City Manager Joe Neeb told the Roswell City Council’s Infrastructure Committee on Monday a resolution at the full council’s Nov. 18 meeting will seek to add the all-inclusive park to be built at Cielo Grande Recreation Area to the city’s list of projects for the Infrastructure Capital Improvements Plan. Estimated construction costs have increased from $1.5 million to $2.3, according to City Engineer Louis Najar.
The resolution might also add funding for the cart paths at the Nancy Lopez Golf Course at Spring River, Neeb said.
Local governments that request state funding for capital projects are required to submit to the state ICIP plans. Those will be used by the Legislature and the governor’s office to make funding decisions in the 2022 legislative session.
The city council determined its top five projects to submit in September, but also included the master list of 63 projects totaling more than $50 million. The resolution to be introduced in November will seek to add the park and possibly the cart projects to the master list.

The cart path project was suggested by a constituent who had spoken to the speaker of the house about funding it, Committee Chair Jacob Roebuck said. He asked Najar to present potential costs.
Najar’s preliminary estimate of $500,103 includes excavating and repairing about 25% of the 12,011 linear feet of the cart paths and a 2-inch overlay on the entire length.
“We have not done an inspection, but based on the trails, we would assume 25% of the trail would have to be repaired from tree roots, drainage, failure and other,” Najar said.
Neeb said he’s directed Jim Burress, director of special services, to make sure holes and cracks in the cart paths are fixed.
Roebuck asked Neeb to update the committee on the city’s transition from a contracted manager and golf pro to managing the course and pro shop in-house.
The golf course and pro shop has been under contract for about 12 years and that contract is expiring with no extension options left, Neeb said.
“We have chosen to bring it all in-house. We have already offered, and it has been accepted, for a golf course manager/pro,” Neeb said.
The contract was to expire at the end of September but was extended to the end of the year, Neeb said. The city’s manager will start the job on Nov. 1. The overlap will aid in the transition, he said.
Neeb said the contracted manager and golf pro owns much of the equipment in the pro shop.
“We are trying to find out what he wants to keep and what we can take, and then we’ll try to separate in the best way possible,” he said.
“Just like the zoo, just like the museum, we’re pulling this thing underneath our umbrella in order to reinvigorate the vision of what we think this asset is for us,” Neeb said.
The committee voted to give its recommendation for approval on four items on its agenda Monday:
• Awarding installation of a variable frequency drive to a well at the Roswell Air Center to contractor Alpha Southwest of Albuquerque for $267,822 as part of an upgrade of the city’s 20 water wells. The item will be placed on the full council’s Nov. 18 consent agenda. All consent agenda items are approved in one vote unless a councilor requests an item be removed and placed on the regular agenda for discussion and vote.
• Awarding the 2022 sewer manhole rehabilitation project to Corrosion Resistant Coatings Inc., Sandia Park, for $212,434. Only one bid was received. The item will appear on the consent agenda.
• Ratification of additional roof repairs to the roof of the A.O. Smith facility at the Roswell Test Facility for $152,414. The work was required due to additional storm damage. The item will appear on the council’s regular agenda for discussion and vote.
• Awarding the annual maintenance contract for work such as sidewalk, curb and gutter repairs to Abraham’s Construction Inc., Albuquerque, for $9,704. This item will also be on the Nov. 18 regular agenda.
